Lindsey Hilliard

Bsc - Chairperson

Lindsey is a police veteran, having served as a sworn member of Victoria Police between 2003 - 2015, in uniform and detective roles. She holds a Bachelor of Science (Monash University) and is currently the Senior Manager of Corruption and Conduct Investigations at the Department of Justice and Community Safety. Lindsey is an avid supporter of programs that support mental and physical well-being and is also a certified health coach. Lindsey also Chairs the People Committee.

Michael Hayes

Grad DipEd - Deputy Chairperson

Michael is a Victoria Police veteran serving between 1981 and 2000.  He left Victoria Police at the rank of Senior Sergeant. After completing post graduate studies in adult education and training he made his way to the private sector where he has held senior positions in operational risk and resilience. This included 12+ years for one of Australia’s top publicly listed companies working in Australia and overseas. He continues to remain very close to policing and emergency services in a professional and private capacity due to his work roles and family connections.

Michelle Birkic


Michelle is an accredited Mental Health social worker working in private practice. She holds a Bachelor of Arts (RMIT University) Bachelor of Social Work (Melbourne University) and Master of Social Science; Human Services Counselling (Swinburne University) and previously worked as Clinical Advisor and Program Coordinator with PVV from its inception. Michelle has extensive experience in PTSD and a particular interest in police mental health.

Lisa Byrne


Lisa is a partner at Notitia Consulting with specialist skills in developing Business Intelligence and Master Data Management solutions within fast paced, geographically diverse environments. This includes data warehouse and data lake project management, delivery of operational and management reporting, data governance and business process optimisation. Lisa is a Certified Practising Accountant (CPA) and a member of the Australian Institute of Company Directors. She holds an MBA (Executive) from The University of New South Wales, a Bachelor of Business – QLD University of Technology and holds a company director accreditation from the Australian Institute of Company Directors. She has a strong business and corporate governance backgroundand was previously the Chair of Cycling Victoria.
